Rochelle Sandell, JD, RN, MSN
Mental Health Counsellor,  
Los Angeles Department Mental Health

Ms. Sandell was recently promoted to Mental Health Counselor, RN with the Los Angeles County Department of Mental Health. Her previous position with Los Angeles County Department of Public Health was a Health Facilities Evaluator Nurse She specializes in Centers for Medicare and Medicaid Services (CMS) licensure and regulatory compliance of Skilled Nursing Facilities. She is an experienced Registered Nurse and Attorney with a history in state and federal government and in multiple areas of the Acute & Post-Acute Health Care Industry. Rochelle has an extensive health care clinical background in a wide spectrum of health care settings.She has served as a consultant for attorneys, health insurance, and workers compensation clients. Previously, Ms. Sandell was a Nurse Evaluator with the California Department of Health Care Services performing approvals for Medi-Cal program participation and Medi-Cal fraud audits and investigations for all types of health care providers throughout the state. Recently, Ms. Sandell has participated in multiple interventions addressing the COVID pandemic in Los Angeles with the Department of Public Health. 

 

Ms. Sandell is admitted to the Pennsylvania Bar and is a Registered Nurse licensed in Pennsylvania and California.  She is certified both as a Public Health Nurse (PHN) and as a CMS Skilled Nursing Home surveyor (SMQT.) She is a member of the American Bar Association where she participates in the COVID Task Force and the American Health Lawyers Association. She has co-authored articles on Patient Safety Solutions for Hand Off Communications and Medication Errors, and most recently on an upcoming article on the Emergence of COVID-19 and its Effect on the Skilled Nursing Home Industry. She is a Member of the Board of Directors of the California Hepatitis C Task Force.
